This is what Levels on Photoshop does. It simply brings the contrast up and down and the brightness up and down as well. The Higher the number, the brighter it gets , the lower the number, the darker and more contrast there is.
With levels, you can make things to have a chrome effect or a shiny plastic effect. I have done this with other things. You just have to play with the levels and colours and you will have that effect.
